Meanwhile, Da Nang City in the central region has allowed schools to decide their own closure schedules.
The Thanh Hoa Department of Education and Training on Saturday issued an official dispatch requesting that students from preschool to high school levels stay home on Monday to ensure safety.
The department also called on all educational institutions to strictly implement instructions from the provincial People's Committee and the Ministry of Education and Training, closely monitor the storm’s developments, and proactively prepare response plans.
Schools were told not to be complacent and to prioritize the safety of students and teachers while minimizing potential damage.
The department also requested that schools review and reinforce facilities, particularly in remote and mountainous areas prone to landslides or flooding.
Educational institutions were instructed to relocate assets, equipment, and important documents to safe locations.
Schools were also asked to be ready to serve as temporary shelters for local residents and to promptly clean and restore classrooms to ensure a safe and clean learning environment after the storm.
The Quang Tri Department of Education and Training also issued a document allowing all students and trainees to stay home on Monday.
This applies to kindergartens, elementary and middle schools, continuing education centers, a multi-level school under the Quang Tri College of Education, IT and foreign language centers, life skills training centers, study abroad consultancy centers, and private tutoring facilities.
The department instructed schools to urgently review facilities and their campuses.
In high-risk areas for landslides, flash floods, or flooding, students and teachers should be evacuated in advance.
After the storm, schools must clean up and repair damages to welcome students back to class as soon as possible.
Educational institutions were also told to monitor weather developments closely and promptly report any incidents or damages for further guidance.
As of Sunday morning, Quang Tri had already experienced moderate rainfall. Heavy rain had been reported in some mountainous areas.
Schools had begun reinforcing facilities and securing equipment. Military forces were also deployed to assist schools in response to the storm.

In Da Nang, the Department of Education and Training issued a directive to local wards, communes, special administrative units, schools, training centers, vocational education institutions, and private universities, requiring them to actively respond to storm Bualoi.
Heads of schools and units were instructed to strictly implement storm prevention measures issued by the city government, the department, and local authorities.
Schools were required to inspect and secure facilities, trim trees, and check electrical systems, roofs, and fences to reduce risks from strong winds and heavy rain.
In flood-prone, low-lying areas or locations at risk of landslides, schools must install warning signs, relocate assets, and ensure the safety of students, especially those in preschool, elementary, and middle levels.
The department also requested schools and related units to maintain 24/7 monitoring and promptly report any incidents.
Based on local conditions, chairpersons of ward and commune-level People’s Committees and school principals may decide whether to cancel classes on Monday or subsequent days.
Vocational schools, universities, and private educational institutions have been given full discretion to decide on class suspensions for their students.
After the storm, schools are required to clean up promptly, resume normal classes, and report any damage to the department before 8:00 am on Monday.
Storm Bualoi is rapidly approaching the central region, with its eye located about 150 kilometers east of Da Nang City at 6:00 am on Sunday, packing sustained winds of levels 10-12 (89-133 kph) and gusts up to level 14 (150-166 kph).
The storm was also spotted some 360 kilometers from northern Quang Tri Province at 6:00 am.
