The goal was outlined in a resolution on the country’s 2026 socio-economic development plan adopted during a National Assembly session on Thursday.
Among other major targets, Vietnam aims for GDP per capita reaching between US$5,400 and $5,500.
The processing and manufacturing share of GDP is projected to reach 24.96 percent.
The average consumer price index increase is set at approximately 4.5 percent.
The country looks to achieve about 8.5 percent in labor productivity growth.
Other targets include the agricultural labor share accounting for 25.3 percent of the total labor force, 29.5 percent of workers having degrees or certificates, and keeping the urban unemployment rate below four percent.
The multidimensional poverty rate is expected to decline by 1-1.5 percentage points.
The country’s average physician- and hospital bed-to-population ratios will be 15.3 doctors and 34.7 beds per 10,000 residents, in addition to the health insurance coverage of 95.5 percent.
At least 15 percent of communes will meet new-style rural standards under the 2026-30 national criteria.
The resolution also targets the urban solid-waste treatment rate at 95 percent and the proportion of industrial parks and exporting processing zones with compliant wastewater systems at 95 percent.
According to the resolution, 2026 will be a pivotal year as the country holds the 14th National Party Congress, conducts elections for the 16th National Assembly and People’s Councils at all levels, and launches the 2026-30 five-year socio-economic development plan.
The focus will be on boosting growth while maintaining macroeconomic stability, controlling inflation and safeguarding major economic balances.
The plan emphasizes accelerating institutional reform, removing long-standing bottlenecks, mobilizing all available resources and building a streamlined, efficient administrative system.
It calls for strengthening strategic autonomy and adopting a new growth model driven by science, technology, innovation and digital transformation.
The resolution also outlines priorities such as restructuring the economy, promoting industrialization and modernization, enhancing productivity and competitiveness, and advancing major infrastructure development.
It highlights the importance of developing high-quality human resources, improving cultural and social development, ensuring social welfare and strengthening environmental protection and climate adaptation.
The top legislature urged the central government to continue coordinating fiscal and monetary policies flexibly and effectively, ensuring sufficient credit for production and priority sectors while controlling risks in real estate, securities and gold markets.
It also emphasized the need to accelerate public investment disbursement from early 2026, especially for national-priority projects.
