Private firm eyes investment in Ho Chi Minh City’s metro line No. 4

Vice-chairman of the Ho Chi Minh City People’s Committee Bui Xuan Cuong has assigned the municipal Department of Finance to cooperate with the Department of Construction and other relevant units to review the proposal for investing in the city’s metro line No. 4, submitted by Sovico Group, a founding shareholder of air carrier Vietjet Air.

These departments were required to submit a report related to the proposal by June 15.

The metro link is set to stretch from outlying Hoc Mon District to the Hiep Phuoc urban area in Nha Be District.

Sovico's financial and operational capacity

In its proposal, Sovico emphasized its strong financial foundation and nearly 30 years of growth and development.

The group holds total assets exceeding VND187 trillion (US$7.2 billion) and manages over 30 subsidiaries, with a workforce of more than 40,000 employees.

Sovico operates across key sectors including finance and banking, aviation, real estate, digital transformation and technology, and renewable energy.

Also, it is the founding shareholder of Vietjet Air, which, after more than 12 years of operation, now runs a fleet of 115 modern Airbus aircraft, operates over 500 flights daily, and has served upwards of 210 million passengers.

The airline has signed deals to purchase 400 narrow-body aircraft from Boeing and Airbus, valued at $55 billion.

Vietjet is also listed on the Ho Chi Minh City Stock Exchange and is one of Vietnam’s largest-cap companies, with a strategic focus on green growth, net-zero emissions, and digital transformation.

In addition, Sovico is a major shareholder in HDBank, one of Vietnam's leading listed banks with total assets nearing VND800 trillion ($30.7 billion), and in HD Saison, the country's third-largest consumer finance company.

The group also owns a chain of luxury resorts, and participates in the development of smart urban areas, industrial parks, logistics centers, and aviation infrastructure.

Metro line No. 4: project scope and route

As planned, metro line No. 4 covers a total length of 47.3 kilometers.

The route will run from Dong Thanh in Hoc Mon District through Thanh Xuan, Ha Huy Giap, Nguyen Oanh and Nguyen Kiem Streets, Tan Son Nhat International Airport, Truong Son Street, Nguyen Van Troi Street, along Nhieu Loc Canal, Hai Ba Trung Street, Pasteur Street, Ben Thanh Market, Nguyen Thai Hoc, Ton Dan, and Nguyen Huu Tho Streets.

After crossing Ring Road No. 3, the line will follow a newly constructed path toward the Hiep Phuoc urban area.

Once approved by the city’s administration for research access, Sovico was committed to establishing a new legal entity dedicated to the project.

The group will also collaborate with international experts in finance, urban planning, transportation infrastructure, and business operations to swiftly complete the necessary feasibility studies and investment plans.

Furthermore, Sovico intends to develop detailed plans for mobilizing resources, recruiting talent, and coordinating with contractors and operating partners to ensure the project is conducted in line with the city’s development timeline.

“We sincerely hope to receive approval from the Ho Chi Minh City People’s Committee and relevant departments so the project can be implemented promptly, contributing to the city’s socio-economic growth, especially in the southern region,” Sovico stated in its proposal.

The city’s first metro line, stretching 19.7 kilometers from Ben Thanh Station in District 1 to Suoi Tien Coach Station in Thu Duc City, officially began operations on December 22 last year, marking a historic milestone in the development of urban transport for Ho Chi Minh City after 12 years of construction.

Ho Chi Minh City aims to develop 10 metro routes spanning some 510 kilometers by 2045.
