Ho Chi Minh City is moving forward with an ambitious plan to convert all gasoline-powered motorbikes used by around 400,000 app-based delivery and ride-hailing drivers to electric vehicles (EVs) by 2029, aiming for a 100-percent cut in emissions from this high-mileage group.
