The Nha Trang traffic police unit in Khanh Hoa Province, south-central Vietnam said the foreigner, identified as M.S., departed for China on Friday morning.
Authorities stressed the case will still be processed in line with legal procedures.
According to police, M.S. had stayed at a hotel on Ly Tu Trong Street in Nha Trang, but his tourist passport had already expired on Tuesday this week and he was no longer staying at the hotel.
Public anger erupted after a Facebook page with over 800,000 followers in Khanh Hoa posted a 47-second video on Wednesday evening showing the Russian speeding, swerving, and overtaking dangerously on Tran Phu Street, a busy seaside road.
The reckless driving terrified other drivers and pedestrians.
The video quickly drew lots of critical comments urging authorities to act.
Many netizens called for strict measures against foreigners violating Vietnam’s traffic laws.
Earlier this month, police in Nha Trang had held a 19-year-old Russian national in criminal detention for punching a traffic police officer in the face while the officer was handling a minor traffic accident.
This man, identified as Khafizov Artur, was riding a motorbike with an unidentified female passenger along Tran Phu Street when he crashed into another motorbike driven by a local woman at around 6:10 am on August 7.
Artur was reportedly under the influence of alcohol at the time.
