The meeting took place during PM Chinh’s official visit to Russia from Sunday through Wednesday at the invitation of his Russian counterpart Mikhail Mishustin.
PM Chinh welcomed AFK Sistema’s cooperation with Vietnamese businesses and affirmed that the government supports partnerships in areas where Russia has strengths, including information technology, digital transformation, cybersecurity, pharmaceuticals, nuclear energy, telecommunications, and urban infrastructure such as metro systems in Hanoi and Ho Chi Minh City.
Evtushenkov reiterated his positive impressions from his recent visit to Vietnam in early January and confirmed the group’s commitment to investing in the Southeast Asian country.
He said AFK Sistema plans to establish a legal entity and office in Hanoi, implement the Moscow House project, and participate in urban railway development.
The company also seeks to partner with Vietnamese firms on biometric databases, artificial intelligence, AI-powered surveillance, and cybersecurity.
Beyond technology, AFK Sistema expressed interest in long-term cooperation with Vietnamese factories to produce pharmaceuticals, transfer transformer manufacturing technology, and join Ho Chi Minh City’s international financial center with fintech and digital asset projects.
PM Chinh welcomed the proposals, saying that they align with Vietnam’s development plans.
He pledged that Vietnamese agencies will coordinate closely with AFK Sistema to ensure projects comply with legal regulations, balance interests, share risks, and deliver effective results.
The top Vietnamese official urged the Russian conglomerate to work actively with ministries, agencies, and local authorities to accelerate project implementation.
