HCMC – HCMC will seek guidance from the prime minister on a proposed land price list to address delays affecting residents who have filed land use change requests and land use rights certificates after August 1.

Vice Chairman Bui Xuan Cuong of the HCMC People's Committee discussed this issue at the "Citizens Ask – Government Answers" session held on August 18, focusing on the 2024 Land Law. The city also plans to consult the ministries of Natural Resources and Environment and Finance on the matter. The draft land price list has the potential to impact many organizations and residents. Although the deadline for public feedback passed on July 26, the city continues to collect input. The HCMC Department of Natural Resources and Environment will incorporate this feedback before the draft is reviewed by an independent appraisal council. After this review, the draft will be submitted to the HCMC Department of Justice and the HCMC People's Council. When approved, the land price list would determine financial obligations related to land procedures, including land use fees, taxes and fines. Concerns have been raised that higher land prices could increase the cost of social housing, making it more difficult for low-income residents to access affordable housing. However, the HCMC Department of Construction clarified that social housing projects are exempt from land use fees and certain taxes, meaning the new land price list would not affect the cost of social housing.
