HCMC – Vietnamese Prime Minister Le Minh Hung has proposed three strategic priorities for ASEAN as the bloc works toward realizing its 2045 Community Vision, calling on Southeast Asia to take a more proactive role in shaping the global order, become a center for innovation, and build a people-centered community in the digital age.

HCMC – Vietnam’s National Assembly (NA) began an extraordinary session today, February 12, to review amendments to laws governing the organizational structures of the NA, the Government, and local authorities.
The session, held at the National Assembly building, runs until February 19. Lawmakers will review and approve amendments to key legal frameworks, including the Law on Organization of the NA, the Law on Organization of the Government, the Law on Organization of Local Administrations, and the Law on Promulgation of Legal Documents. The NA will also consider a resolution on restructuring the state apparatus, along with another resolution on the organization of NA agencies, should the revised Law on Organization of the NA no longer specify the names of specialized agencies as currently stipulated. Additionally, legislators will review and approve several resolutions, including one revising the number of members in the 15th NA Standing Committee, another on the organizational structure of the Government for the 15th NA term, and a resolution on the composition and number of Government members for the same term. Personnel matters within the NA’s authority will also be addressed. The NA will evaluate policies supplementing the 2025 socio-economic development plan, which includes raising the GDP growth target to 8%, as well as piloting initiatives to resolve obstacles in science, technology, and innovation. Infrastructure projects will also be under review, including a proposed resolution on special mechanisms and policies for developing urban railway networks in Hanoi and HCMC, investment policy approval for the Lao Cai-Hanoi-Haiphong railway line, an investment framework for the Ninh Thuan nuclear power project, an additional charter capital allocation for the Vietnam Expressway Corporation (VEC) for the 2024-2026 period, and renovation plans for the Presidential Office headquarters.
