Slow progress at An Phu Intersection project in Ho Chi Minh City despite 6-month deadline

The An Phu Intersection project in Ho Chi Minh City has only six months left to meet its scheduled completion by the end of 2025, but many components are still progressing slowly, with some areas nearly at a standstill.

Luong Minh Phuc, director of the Transportation Works Construction Investment Project Management Authority of Ho Chi Minh City, stated that the reason package XL6 of the An Phu Intersection project in the city showed only a one-percent increase over nine months was due to a data error. Large sections of the construction site remain quiet.

Some parts of the tunnel structure have been completed but continue to be fenced off.

The overpass section on Mai Chi Tho Avenue has seen little active construction, with scattered machinery on-site.

Meanwhile, several houses along Luong Dinh Cua Street have yet to be relocated.

Only a few small work crews are seen working with urgency, interspersed between inactive zones.

As of June, the overall project progress has reached some 68 percent, a 13-percent increase compared to September 2024.

Of note, package XL5, which includes tunnel HC1-01, has completed its structure and reached 85-percent progress.

However, the tunnel remains closed to traffic pending the completion of a drainage pumping station, causing the Transportation Works Construction Investment Project Management Authority of Ho Chi Minh City to adjust the traffic opening schedule multiple times.

A key point of concern has been package XL6, involving tunnel HC1-02, which was previously reported to have progressed by only one percent over nine months.

The Transportation Works Construction Investment Project Management Authority of Ho Chi Minh City later corrected this, attributing the figure to a data error.

Currently, package XL6 is 67 percent complete, with 17 out of 21 tunnel segments finalized.

The remaining four segments, along with the pumping station and lighting system, are expected to be accelerated from June.

Meanwhile, several other packages continue to lag.

Packages XL12 and XL13 have only reached 11–15-percent completion.

XL12, which involves the construction of the second branch of the overpass connecting Mai Chi Tho Avenue and Luong Dinh Cua Street, saw just a five-percent rise over the past nine months.

The primary cause is a delay in site clearance, traffic diversion, and drainage work.

Notably, the overpass on Luong Dinh Cua Street has seen little progress due to pending land handover.

The project owner stated that beginning in July, when site clearance is completed and tunnel sections near completion, construction packages will accelerate.
