Winds of 89-117 kph, with gusts over 130 kph, tore roofs from homes, uprooted trees, toppled power poles, flooded streets, and caused extensive blackouts.
Authorities reported severe destruction in Dak Lak's Song Cau Ward, where floodwaters from the Tam Giang River rose between one and 1.5 meters, isolating four households in An Binh Dong neighborhood. Some residents climbed onto furniture to wait for rescue boats.
In Gia Lai, Pham Anh Tuan, chairman of the provincial People’s Committee, inspected affected areas and mobilized police, soldiers, and local rescue teams to assist residents in 14 emergency zones on Thursday night.
In Dak Lak, Nguyen Thien Van, vice-chairman of the provincial administration, led a task force to Dong Xuan Commune, where more than 3,100 people were evacuated as the Ky Lo River rose rapidly.
Floodwaters fueled by the La Hieng 2 hydropower plant's discharge of over 5,000 cubic meters per second inundated Phu Mo Commune, submerging buildings under nearly three meters of water.
Two men narrowly escaped after their car was overturned and swept away by floodwaters in Long Thach Hamlet. They clung to bamboo branches until police reached them and pulled them to safety.
Meanwhile, a landslide on To Na Pass in Gia Lai dumped about 300 cubic meters of soil and rock onto National Highway 25, blocking traffic. Road maintenance crews cleared the debris overnight to restore passage.
Officials are still assessing the full extent of damage as flood levels remain high, while local administrations continue evacuating residents and providing emergency relief in isolated areas.
