At 7:00 am on Saturday, the storm's center was located over the northeastern part of the northern East Vietnam Sea, about 510 kilometers southeast of Hong Kong, China.
Maximum sustained winds near the center reached 103-117 kph, with gusts up to 134-149 kph.
The storm was moving west-northwest at about 20 kph.
By 7:00 am on Sunday, its center is expected to be near the southern coast of Guangdong Province, China.
The storm is forecast to intensify further, with gusts up to 150-166 kph.
It is then expected to turn north-northwest at 15-20 kph and make landfall in Guangdong Province.
By 7:00 am on Monday, Noul may weaken into a tropical depression with maximum winds of 39-49 kph and gusts up to 62-74 kph.
The system will continue traveling north-northwest at 15-20 kph before weakening into a low-pressure area over Hunan Province, China, by 7:00 pm the same day, with winds falling below 40 kph.
Based on the current forecast track, storm Noul is unlikely to directly affect Vietnam's mainland.
However, the northeastern waters of the northern East Vietnam Sea are expected to experience winds of 40-60 kph and waves 3-5 meters high.
Winds near the storm’s center are forecast to strengthen to 103-133 kph, with gusts reaching 150-166 kph and waves of 5-7 meters, resulting in very rough seas.
The national weather agency warned that vessels operating in the affected waters could encounter thunderstorms, strong winds, and high waves.
