According to the Vietnamese Ministry of Foreign Affairs, Guterres shared his assessments on the complex global challenges facing the United Nations and the international community.
He expressed a strong desire for nations to bolster cooperation in fulfilling existing commitments and emphasized the need to reform and enhance the effectiveness of the UN.
He conveyed deep admiration and support for Vietnam, stating he looked forward to making an official visit to the country at the end of October.
He praised Vietnam’s socio-economic achievements and its rising global stature, calling the country an exemplary partner in key UN priorities, particularly in peacekeeping, sustainable development, climate change response, and equitable energy transition.
The UN secretary-general affirmed that Vietnam plays an active role within the UN and is a core pillar in today's multipolar world.
He stressed that emerging economies like Vietnam deserve a stronger voice, better representation, and a more prominent role in global governance systems.
State President Cuong reaffirmed Vietnam’s commitment to multilateralism and the central role of the United Nations in global governance.
He expressed support for comprehensive and transparent UN reform, emphasizing that nations should lead this process through in-depth dialogue and collective determination.
The president also stated that Vietnam welcomes the establishment of UN offices and headquarters in the country.
While highlighting Vietnam’s positive progress in economic and social development, he acknowledged the continued need for support from the UN and international partners.

He called on the United Nations to enhance technical assistance, develop high-quality human resources, and mobilize greater support for developing nations, including Vietnam, in accessing concessional climate finance, next-generation clean technologies, and building resilience to climate change.
The two leaders agreed to deepen Vietnam-UN and ASEAN-UN relations in the coming period.
Both also highlighted the historical significance of the upcoming signing of the United Nations Convention against Cybercrime, scheduled to take place in Hanoi at the end of October.
