US sets final anti-dumping duties on Vietnamese shrimp exporters

The U.S. Department of Commerce has set final anti-dumping duties of 25.76 percent on two Vietnamese shrimp exporters, while assigning a lower rate to other eligible companies, the Vietnam Association of Seafood Exporters and Producers (VASEP) said on Saturday.

In a statement, VASEP said the department on Tuesday released the final results of its 19th administrative review (POR19) of the anti-dumping order on certain frozen warmwater shrimp from Vietnam, covering the period from February 1, 2023 to January 31, 2024.

The department determined that Soc Trang Seafood JSC (STAPIMEX) and Thong Thuan Co., including Thong Thuan Cam Ranh, are subject to a dumping margin of 25.76 percent.

The cash deposit rate was set at 25.46 percent, after deducting a 0.3-percent export subsidy offset.

For companies eligible for a separate rate but not selected for mandatory review, the department assigned a dumping margin of 4.58 percent and a cash deposit rate of 4.28 percent, reflecting the same subsidy offset.

VASEP said the final results were more favorable than preliminary findings issued on June 7, 2025, when STAPIMEX faced a preliminary margin of 35.29 percent and the same rate was applied to 22 companies in the separate-rate group that were not individually examined.

In the preliminary results, Thong Thuan was assigned a margin of zero percent.

Vietnam's shrimp exports to the United States reached US$796 million in 2025, up more than five percent from 2024, VASEP said.

It added that U.S. importers at times slowed purchases to reduce inventories and adjust procurement strategies amid tariff policy risks.

VASEP said it is considering appropriate legal action under U.S. regulations, in coordination with companies and other parties, to demonstrate that Vietnamese shrimp exports are not dumped and to protect the interests of businesses, farmers, and the shrimp supply chain.
