US to consider reciprocal tariff suited to Vietnam’s conditions: officials

Vietnamese Minister of Industry and Trade Nguyen Hong Dien (L, upper, C), U.S. Secretary of Commerce Howard Lutnick (L, lower, C), and U.S. Trade Representative Jamieson Greer (R, lower) during their virtual talks, June 19, 2025.

They made the statement during simultaneous online talks with Vietnamese Minister of Industry and Trade Nguyen Hong Dien on Thursday.

During the conversation, Minister Dien welcomed the proposals by Secretary Lutnick and Trade Representative Greer to advance the negotiation process.

He underlined Vietnam’s aim to work with the U.S. to develop a set of product origin rules in tandem with global supply chains.

The American officials reiterated their appreciation for Vietnam’s efforts in addressing U.S. trade concerns, noting that this approach would provide a basis for the U.S. to consider reciprocal tariff measures tailored to Vietnam’s specific conditions.

Both Lutnick and Greer reaffirmed the U.S. administration's goal to negotiate a trade agreement that balances the interests of both nations.

Greer added that the Office of the U.S. Trade Representative will soon complete and send the necessary documents to Vietnam to facilitate further discussions.

The bilateral negotiations have been launched since May following the U.S.’s April 3 announcement of a 46-percent reciprocal tariff on Vietnamese imports.

The tariff rate was initially set to take effect on April 9, but the U.S. has delayed its implementation for 90 days to allow time for negotiations.
