Vietnam arrests 3 Chinese nationals over $1.14mn international card payment theft

Police in Da Nang City, central Vietnam have detained three Chinese nationals and two Vietnamese accused of stealing over US$1.14 million through the unauthorized use of others’ international payment cards.

The city’s investigation police agency announced on Monday the arrest of three Chinese suspects — Zhang Jinmin, 33, and brothers Yi Huaimou, 34, and Yi Huaibin, 19 — following a recent raid on their rented apartment on Ham Nghi Street, Thanh Nien (Young People) newspaper reported.

The operation, carried out in coordination with the city’s Immigration Office, followed a period of surveillance after investigators detected signs of criminal activity.

The group allegedly colluded with their Vietnamese accomplices to operate the ring that exploited telecommunications networks, computer systems, and electronic devices to unlawfully appropriate assets.

They are accused of using international payment cards belonging to others to make point-of-sale (POS) transactions and withdraw funds from those accounts.

During the raid, police seized 11 POS machines, 196 receipts, three international payment cards, two laptops, and 10 mobile phones.

Subsequent probes resulted in the arrest of two Vietnamese suspects — Tran Quang Tra, 35, and his wife, Trinh Thi Khanh Linh, 29, both residents of Thang Binh Commune in Da Nang — who allegedly conspired with the Chinese suspects in the scheme.

Police confiscated 14 POS machines, 15 bank cards, and 186 payment receipts from the couple.

Initial findings show the group stole approximately VND30 billion (over $1.14 million).

The municipal police are continuing to broaden their investigation into the ring’s activities.
