Vietnam charges 2 foreigners for allegedly forging university diplomas, certificates

The suspects are Sarkar Khayrul Hasan, 44, a Bangladeshi national, and Mohammed Hussen Ali, a 37-year-old Indian.

Both have been detained pending investigation into the alleged offense of ‘forging seals and documents of agencies and organizations’ under Article 341 of Vietnam’s Penal Code.

The two allegedly took advantage of demand for educational credentials for job applications and personal records to produce and sell forged diplomas and certificates purportedly issued by universities in Vietnam, according to the Investigation Security Agency under the provincial Department of Public Security.

The probe began after investigators detected the pair’s alleged involvement in the production and sale of counterfeit university credentials.

The forged documents reportedly featured seals, emblems and information designed to resemble genuine diplomas and certificates.

According to preliminary investigation findings, Hasan knew that Ali had the ability to produce diplomas and certificates bearing the names of Vietnamese universities and allegedly acted as the intermediary for customers seeking forged documents.

Hasan allegedly dealt directly with customers, negotiating the type of diploma or certificate, price and delivery method.

He then asked customers to provide images of their identity cards and portrait photographs so their personal information could be incorporated into the forged documents.

The province’s investigators are continuing to investigate and expand the case to determine the involvement of other parties and handle the matter in accordance with the law.
