In a statement released on Monday, the ministry said the Investigation Security Agency had opened a case involving activities suspected of "making, storing, distributing, or spreading information, documents, or items aimed at sabotaging the State of the Socialist Republic of Vietnam."
Investigators determined there was sufficient evidence indicating that Khoa, 54, from Thanh Hoa Province, and Do Van Nga, 48, from Gia Lai Province—both Vietnamese nationals—had engaged in the production, possession, and distribution of anti-state content under Article 117 of the Penal Code.

The Investigation Security Agency issued decisions to indict and place both men in temporary detention pending further investigation, according to the ministry.
The Supreme People’s Procuracy has approved the charges and detention orders.
Authorities said investigators are coordinating with the Supreme People’s Procuracy to clarify the circumstances of the case and the defendants’ alleged conduct before proceeding with further legal action.
