The talks took place during the Vietnamese state leader’s visit to China from September 2 to 4, where he attended the 80th anniversary of the global victory over fascism, at the invitation of the Chinese leader.
According to Vietnam’s Ministry of Foreign Affairs, during the meeting, State President Cuong congratulated China on successfully organizing the celebration of the 80th anniversary of the global victory over fascism and the 2025 Shanghai Cooperation Organization (SCO) Summit.
He expressed his appreciation to General Secretary and President Xi for sending a congratulatory message and dispatching a high-level delegation to attend Vietnam’s National Day celebration on September 2, as well as a military contingent to participate in the parade.

President Xi extended warm regards to Vietnamese Party General Secretary To Lam and other leaders of the Vietnamese Party and state.
He expressed appreciation and sincere thanks to State President Cuong for leading the Vietnamese delegation to attend the 80th anniversary of the global victory over fascism.
The Chinese leader warmly congratulated Vietnam on the successful celebration of the 80th anniversary of its National Day.
He emphasized the need for both countries to strengthen strategic cooperation, uphold international fairness and justice, and contribute to peace, stability, and positive momentum for regional and global development.
State President Cuong affirmed that the Vietnamese Party and state consistently regard the consolidation and development of Vietnam–China relations as an objective necessity, a strategic choice, and a top priority in Vietnam's overall foreign policy.
President Xi affirmed his support for Vietnam’s path to socialism in line with its national conditions and expressed his support for the successful organization of the 14th National Congress of the Communist Party of Vietnam.

In a friendly, sincere, trustworthy, and open atmosphere, both sides had in-depth discussions on directions and major measures to further deepen bilateral relations in the coming period.
The Vietnamese state leader suggested that both sides continue to enhance high-level and all-level exchanges, especially between key sectors such as foreign affairs, defense, and security, while improving the effectiveness of theoretical exchanges.
He also called for the vigorous promotion of practical cooperation, focusing on science and technology, innovation, and railways.
He emphasized the need to elevate high-quality investment, and promote balanced and sustainable cooperation in economy, trade, education, and tourism.
He also proposed efforts to create a favorable environment for the overall development of bilateral relations, enhance friendship promotion, and organize people-to-people exchange activities so that the peoples of both countries, especially the younger generations, better understand the Vietnam–China traditional friendship.
Regarding maritime issues, State President Cuong stressed the need for both sides to make efforts to better manage and handle differences, place themselves in each other's position, respect each other's legitimate interests, and act in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

President Xi highly appreciated State President Cuong’s cooperation proposals and agreed to promote high-level and all-level exchanges, strengthen the exchange of experience in Party building and state governance, and effectively implement the sessions of the steering committee for bilateral cooperation and the 3+3 strategic dialogue mechanism.
Highlighting the importance of mutually beneficial cooperation, President Xi proposed that both sides soon hold the first session of the joint committee on railway cooperation.
He also suggested expanding collaboration in emerging fields, continuing to implement activities during the year of people-to-people exchanges marking the 75th anniversary of diplomatic relations, and effectively carrying out livelihood aid projects to bring practical, tangible benefits to the people of both nations.
On this occasion, the two leaders also exchanged views on several international and regional issues of mutual concern.
