The two ministers, with Wang also serving as Chinese State Councilor, reached the agreement during their phone talks on Tuesday, according to the Vietnam News Agency.

Quang thanked Wang for his congratulations on the 80th anniversary of the Vietnam People’s Public Security Day (August 19), and acknowledged the presence of Chinese Assistant Minister Liu Zhongyi and the Chinese Police Band at the World Police Band Concert – Vietnam 2025 in Hanoi on August 9, saying their participation left a special mark on the event.

Quang noted that following Vietnamese Party General Secretary To Lam’s visit to China in August 2024 and Chinese Party General Secretary Xi Jinping’s visit to Vietnam in April 2025, bilateral relations have expanded across multiple fields, further deepening the Vietnam–China comprehensive strategic partnership and shared future community.

Echoing Wang’s assessment of effective cooperation, Quang highlighted significant results, particularly in combating transnational crime, which has become a bright spot in bilateral ties.

He noted progress in tackling criminal activities and drug trafficking, rescuing victims, arresting fugitives, and curbing illegal migration.

The two ministers also discussed ways to further strengthen cooperation in these areas.

Quang praised the Mekong–Lancang law enforcement cooperation mechanism initiated by the Chinese Ministry of Public Security.

While currently an observer, Vietnam continues to support and actively participate in joint plans and programs to combat transnational crime within the framework, based on respecting each country’s sovereignty and laws.

He also underlined the importance of cooperation platforms such as the Ministerial Meeting on Crime Prevention, the Deputy Minister-Level Strategic Security Dialogue, and the 3+3 Dialogue.

Both ministers agreed these mechanisms have facilitated exchanges on strategic issues, advanced cross-border crime prevention, and provided timely recommendations to the leadership of both countries in handling emerging matters, managing differences, and strengthening strategic trust.

Quang further emphasized the need to ensure absolute security for high-level visits and major political events, while safeguarding the legitimate rights and interests of citizens and businesses of each country in the other.

On this occasion, he invited Wang to visit Vietnam and co-chair the ninth ministerial-level conference on crime prevention between the two ministries.
