The reform, signed by Deputy Prime Minister Nguyen Hoa Binh under Decision 2109, is part of a broader effort to simplify procedures overseen by the Ministry of Foreign Affairs in 2025.
Under the changes, visa exemption certificates — which allow overseas Vietnamese and foreigners with a Vietnamese spouse or parent to enter Vietnam without a visa — will now be issued within one working day at Vietnamese embassies and consulates.
The government also approved allowing visa applications to be submitted by post to relevant authorities, in addition to existing in-person and online channels.
Other changes affecting foreign nationals include faster processing for press accreditation for non-resident foreign journalists.
The procedure to establish foreign media offices in Vietnam has also been streamlined.
Both services now allow online submission via the National Public Service Portal.
The measures are aimed at improving the ease of doing business and streamlining procedures in areas such as immigration, consular services, and international cooperation.
