The commission, under the Vietnamese Ministry of Industry and Trade, said an inspection found that Grab did not allow customers to choose whether to share personal data with third parties.
The Singapore-based ride-hailing and delivery firm also included prohibited clauses in nationwide transaction terms without specifying when they applied.
Additionally, the company was found to have violated information transparency rules by failing to notify customers in advance or publicly disclose sponsorship arrangements involving influencers whose images or recommendations were used for commercial promotion.
Grab did not fully and accurately display users' feedback and ratings as required, while also failing to publicly disclose mechanisms and policies for vulnerable consumer groups.
Aside from the administrative fine, the commission ordered Grab to immediately stop the violations as well as review and revise its policies to ensure full compliance with consumer protection laws.
In late January this year, the commission also fined the Singapore-based TikTok Pte. Ltd. VND880 million ($33,500) for consumer protection violations, including its failure to provide users with options to control how their personal data was used in advertising or the promotion of products and services.
