Thai Thi Le Hang, director of the Khanh Hoa Department of Culture, Sports, and Tourism, told Tuoi Tre (Youth) online newspaper on Wednesday evening that the department had issued a record of administrative violations against N.T.D., project director of Future Star World Co., Ltd.
D. was fined VND22.5 million for organizing a beauty and modeling contest without written approval.
Application deemed ineligible
According to the Khanh Hoa Department of Culture, Sports, and Tourism, Future Star World had submitted an application seeking approval to organize the Mister Cosmopolitan 2026 pageant from September 4 to 13.
During the review process, the department repeatedly returned the application and instructed the company to provide additional documents, saying the dossier did not meet regulatory requirements.
Future Star World completed the required additions on September 7.
The department then sent two reports to the Khanh Hoa provincial administration regarding the company's proposal to organize the 2026 international men's pageant.
The provincial administration office subsequently asked relevant agencies to provide opinions on the organization of the pageant's final round.
The department also asked the company to urgently complete the detailed script for the final night and other required materials so that relevant agencies could review them before the event.
However, while waiting for approval from the provincial administration, the department received an official document from KA Media and Events Co., Ltd. on September 11 seeking to change the format of the international men's pageant to an internal event.
The department then asked KA Media and Events to work with Future Star World to adjust the organizer in accordance with regulations.
Held as an internal gala dinner
As part of its subsequent verification, the Khanh Hoa Department of Culture, Sports, and Tourism worked with the provincial police's internal political security division and the People's Committee of Bac Nha Trang Ward to meet with representatives of the two companies and D.
At the meetings, both companies said they had not organized the event.
Future Star World also confirmed that it had not authorized D. to organize the pageant.
D. said the event took place on the night of September 12 at the Libera complex in the Bai Tien area of Bac Nha Trang Ward, but was held only on an internal scale in the form of a gala dinner and recognition ceremony for participants.
He also acknowledged that he personally organized the gala, rather than either of the two companies involved.
Mister Cosmopolitan is an international men's pageant founded and run by Malaysians.
Its grand finale this year was originally scheduled for September 12 at the Do Theater in Bac Nha Trang Ward.
On the afternoon of September 12, an official from the Khanh Hoa Department of Culture, Sports, and Tourism said the application for permission to organize the final night was still being completed and that activities taking place at that time were considered internal events of the organizing board.
However, the pageant's official Facebook account said that night that the grand finale had been held on an outdoor stage at Tien Beach, where performances took place and the winner and runners-up were announced.
Filipino model John Bonifacio won the title, while Vietnam's Nguyen Hai Anh finished in the top eight.
