Vietnam government allocates over $95mn to support 15 storm-affected provinces

Prime Minister Pham Minh Chinh has signed a decision approving more than VND2.5 trillion (US$95.5 million) in emergency funding from the 2025 central budget reserve to aid 15 provinces and cities impacted by storm No. 10 and recent natural disasters.

The death toll in Vietnam from storm Bualoi and the floods it triggered had risen to 36 as of Thursday evening.

Bualoi, the 10th storm to hit the East Vietnam Sea this year, made landfall in northern central Vietnam on Monday, bringing huge sea swells, strong winds and heavy rains.

Under the decision, Nghe An and Ha Tinh Provinces will each receive VND500 billion ($19 million).

Others provinces including Tuyen Quang, Lao Cai, Son La, Thanh Hoa, and Quang Tri are allocated VND200 billion ($7.6 million) each.

Cao Bang Province will receive VND195 billion ($7.4 million), while the remaining recipients are Hue City, and Dien Bien, Lai Chau, Lang Son, Thai Nguyen, Phu Tho, and Ninh Binh Provinces.

The government leader directed the Ministry of Finance and the People’s Committees of the supported provinces and cities to take full responsibility for the accuracy of data, allocation plans, and use of funds.

Local authorities were tasked with ensuring that funds are used appropriately, within the specified scope and target groups, and preventing losses, waste and corruption.

A detailed report on the allocation and implementation of the funding must be submitted to the Ministry of Agriculture and Environment and the Ministry of Finance within 30 days from the date of the decision.

All funds must be fully disbursed by December 31.

In cases where damage exceeds the financial capacity of local budgets, provincial authorities must compile and submit detailed reports to the Ministry of Finance before October 30.

The ministry will then propose further financial solutions for the prime minister’s consideration.

The Ministry of Finance, in coordination with the Ministry of Agriculture and Environment and other relevant agencies, will consolidate the reports and develop an overall financial response plan for government approval.
