Vietnam introduces fines for overstudying pressure, gender bias, free-roaming pets under new decree

Under Decree No. 282, individuals who cause regular psychological stress, isolate or coerce family members, or engage in gender discrimination will face fines ranging from VND5 million (US$190) to VND10 million ($380).

Forcing family members, including children, to study beyond their capacity carries the same penalty.

The decree, which takes effect on December 15, 2025, also sets penalties for neglect and physical abuse within families, with fines of up to VND20 million ($760).

In addition, people who let pets roam freely or dump garbage in public places face fines of up to VND1 million ($38).

The maximum fine for individuals under the decree is VND75 million ($2,850) for violations related to social evil prevention, and up to VND40 million ($1,520) for breaches of social order and safety.

Organizations committing the same offenses will be fined double the individual amount, the decree said.
