The circular integrates previous rules on foreign language proficiency exams and provisions set out in Circular 27 dated October 7, 2021, governing Vietnamese language competency testing for foreigners, the ministry said.
Testing institutions are required to assume full responsibility for organizing exams and to issue internal regulations covering operations, partnerships, financial management, and information disclosure.
The circular mandates greater use of information technology in exam administration and sets requirements to ensure security, objectivity, and fairness, including protection of test materials before, during, and after examinations.
Institutions are permitted to cooperate to expand testing operations, including organizing exams overseas.
The ministry said the new rules also allow Vietnamese educational institutions to establish branches, representative offices, or educational programs abroad to facilitate Vietnamese language proficiency testing overseas.
