Vietnam launches $19.2bln credit package to boost key sectors

The State Bank of Vietnam (SBV) has unveiled a VND500 trillion (US$19.2 billion) credit program aimed at accelerating development in infrastructure, digital transformation, technology, and innovation.

The initiative was introduced at the “2025 Banking Sector Digital Transformation Day” in Hanoi on Thursday, with Prime Minister Pham Minh Chinh in attendance.

SBV governor Nguyen Thi Hong said the program targets strategic sectors such as transportation, energy, digital infrastructure, science, and innovation.

Under the plan, 21 commercial banks will offer loans with interest rates at least one percentage point below the current average for medium- and long-term borrowing.

The SBV will coordinate with relevant ministries to guide and support implementation, ensuring the program achieves its intended impact, she added.

Hong also emphasized that the initiative supports Vietnam’s broader economic objectives, particularly the push for modernized infrastructure and a digital economy.

Speaking at the event, Prime Minister Chinh called the credit package a critical step in advancing the Politburo’s Resolution 57-NQ/TW, which encourages breakthroughs in science, technology, and national digital transformation.

He urged the SBV and participating banks to roll out the program quickly and efficiently, ensuring that the capital reaches the economy with clear and measurable results.

The prime minister also pressed the banking sector to enhance its digital payment infrastructure, ensuring continuous, seamless, and secure service that meets a wide range of user needs.

Chinh noted that digital transformation in banking is progressing well and plays a vital role in connecting citizens, businesses, and government systems.

He added that this transformation would support the growth of a digital economy, digital society, and digital citizenship, while also reducing administrative burdens, saving time and costs, and helping to prevent corruption.

In response, governor Hong reaffirmed the sector’s commitment to building a smart, sustainable digital ecosystem integrated with other industries.

She emphasized the banking industry’s pioneering role in driving Vietnam’s digital transformation forward.
