Accordingly, the ministry has asked directors of provincial and municipal departments of home affairs to coordinate with management boards of industrial parks, economic zones and export processing zones, labor federations, and relevant agencies to monitor and keep track of businesses’ production and business activities and workers’ livelihoods.

It has called for promoting support for the development of harmonious, stable, and progressive labor relations at businesses, with an emphasis on preventing and minimizing labor disputes and strikes during the Lunar New Year holiday, due in February.

Businesses and grassroots trade unions are to be supported in reviewing labor contracts, collective labor agreements, wage payment regulations, and bonus regulations, while developing bonus plans based on 2026 production and business results and making them public to workers.

Provincial and municipal home affairs departments have been assigned to take the lead, in coordination with management boards of industrial parks, economic zones and export processing zones, in reporting on the labor situation, wages, wage arrears, and labor relations this year, as well as bonus plans based on businesses’ production and business results for the 2027 New Year and Lunar New Year holidays.

The deadline for submitting the figures to the Ministry of Home Affairs is November 25.

In addition, the ministry highlighted the task of communicating and disseminating labor policies and laws, particularly new regulations on employment, wages, and social insurance.

It also called for stepping up inspections and supervision of the implementation of labor policies and laws, and strictly and promptly handling violations.

It insisted on promoting activities to support the development of harmonious, stable, and progressive labor relations at businesses, underlining solutions to prevent and minimize labor disputes and strikes during the Lunar New Year holiday.

At the same time, the parties are to be supported in engaging in dialogue, negotiations, and agreements to resolve labor disputes and strikes as soon as they arise, preventing them from dragging on, spreading or causing disruptions to security, order, and social safety.

At a regular government press conference on the afternoon of February 4, Pham Truong Giang, director of the Department of Wages and Social Insurance under the Ministry of Home Affairs, said the average monthly wage of workers in 2025 was VND9.76 million (US$$379) per person, up 11 percent from 2024.
