Vietnam PM thanks China for sending high-level delegation, military contingent to National Day celebration

Vietnamese Prime Minister Pham Minh Chinh thanked China for sending a high-ranking delegation and a military contingent to Vietnam to attend the 50th anniversary of the liberation of southern Vietnam and Reunification Day on April 30 and the 80th anniversary of National Day on September 2, during a meeting with Chinese General Secretary and President Xi Jinping on Sunday in Tianjin.

The meeting is part of the Vietnamese government leader’s working trip to attend the 2025 Shanghai Cooperation Organisation (SCO) summit.

He praised the theme of this year’s expanded SCO summit and affirmed that Vietnam is willing to cooperate with China and other countries to uphold multilateralism, promote sustainable development, and contribute to solving major international and regional issues.

Party General Secretary and President Xi Jinping welcomed Prime Minister Chinh for leading a high-level Vietnamese delegation to attend the SCO summit, which reflects Vietnam’s strong commitment to the development of Vietnam-China relations and its active support for events organized by China.

The Chinese leader extended warm greetings to Vietnam’s Party General Secretary To Lam and other Vietnamese leaders and his congratulations to the Party, state, and people of Vietnam on the occasion of the 80th anniversary of the August Revolution (August 19) and National Day (September 2).

Vietnam PM suggests practical cooperation initiatives

Reviewing the positive achievements in bilateral relations, PM Chinh reaffirmed that Vietnam consistently views the development of relations with China as an objective requirement, a strategic choice, a natural path, and a top priority in its foreign policy.

The two sides agreed to vigorously promote bilateral relations between the two Parties and countries.

The Prime Minister proposed maintaining flexible exchanges between the two General Secretaries and enhancing the effectiveness of defense and security cooperation.

Regarding railway cooperation, the Prime Minister called for the prompt convening of the first meeting of the Vietnam–China joint railway cooperation Committee, inclusion of Vietnam on the priority list for regional railway industrial development in the Asia-Pacific region, acceleration of feasibility reports, and early negotiation of a framework agreement on concessional loans for railway projects.

PM Chinh suggested China expand imports of high-quality Vietnamese agricultural products and swiftly sign quarantine protocols for pomelos, wild-caught seafood, and meat products.

He also urged China to approve the list of Vietnamese durian growing area codes, expand the smart border gate model, and negotiate the development of cross-border economic cooperation zones.

The Prime Minister expressed a desire to enhance comprehensive energy cooperation, including clean energy and electricity trading; to increase the capacity and volume of electricity exported to Vietnam; and to soon sign a memorandum of understanding on strengthening Vietnam–China electricity grid connectivity, with a focus on 500kV-level electricity trading.

In addition, he suggested more practical cooperation in science and technology, innovation, and digital transformation, including support in technology transfer, institutional development, and infrastructure, especially in digital services, e-commerce, and the development of artificial intelligence (AI) for education, healthcare, transportation, and agriculture.

The Vietnamese government leader also asked China to instruct Tsinghua University to implement AI doctoral scholarship programs for Vietnamese students and provide large-scale training programs for Vietnam in key sectors such as AI, semiconductors, quantum technology, and low-orbit satellites.

In terms of people-to-people exchanges, he called for the successful implementation of the Vietnam–China year of people-to-people exchange, the "red journey" youth exchange program, visa exemption negotiations, and increased commercial flights between localities.

China to study railway financing cooperation

President Xi Jinping appreciated PM Chinh’s cooperation proposals and his positive contributions to Vietnam–China relations.

He affirmed China’s support for Vietnam in successfully organizing the 14th National Party Congress and advancing on the path of socialism.

He called for both sides to strengthen high-level and all-level strategic exchanges and promote substantive cooperation to achieve tangible outcomes.

He also proposed the effective organization of the 17th meeting of the Vietnam–China bilateral cooperation steering committee and the 3+3 strategic dialogue between the two countries’ Ministries of Foreign Affairs, Defense, and Public Security in 2025.

He emphasized the importance of aligning development strategies and transportation infrastructure, especially railway connectivity.

He agreed to soon hold the first meeting of the joint railway cooperation committee and to advance the feasibility study for the Lao Cai–Hanoi–Hai Phong railway project, as well as actively study cooperation in capital mobilization, concessional loans, and railway human resource training.

President Xi also agreed to accelerate the construction of smart border gates and cross-border economic cooperation zones, and to organize celebrations for the 75th anniversary of diplomatic relations.

Both sides had frank and sincere discussions on maritime issues and agreed to continue strictly implementing the common understandings reached by the top leaders of the two countries, better manage and resolve differences, and maintain a peaceful, cooperative, and development-friendly environment in the region.
