Officers stopped the bus at about 11:00 am on the North–South Expressway south of Hanoi and found about six tonnes of goods on board, including agricultural products and boxes of fish.
Nine passengers were also traveling on the vehicle, which was heading from Hanoi to Dak Lak Province.
Police said the load exceeded the permitted weight by 214.9 percent.
They issued administrative violations to the driver and the vehicle owner.
The inspection was part of a joint campaign by the national traffic police department and the Department for Roads of Vietnam targeting passenger transport operators on major highways.
Authorities said they are conducting round-the-clock checks at expressway entry and exit points and toll stations.
On the first day of the operation, police inspected 1,036 vehicles and recorded 109 violations, deducting licence points in 31 cases, suspending 28 transport permits, impounding three vehicles, and identifying one illegal contract vehicle.
