The provincial police department on Tuesday announced warrants for Pham Trung Dong, 34, from Hai Phong City in northern Vietnam, and Dao Van Duc, 29, from Nghe An Province in the north-central region.
Both are wanted in connection with a criminal complaint filed by a bank concerning a man identified as H.A.Q. and a woman identified as N.T.V.C.
Q. and C. allegedly established companies and prepared fabricated customs declarations and international money transfer documents to move more than $12 million overseas through credit institutions.
The alleged activities took place between 2024 and 2025 in Khanh Hoa and at several other relevant agencies and localities, police said.
Investigators identified Dong and Duc as suspects but said their current whereabouts are unknown.
Authorities are seeking public assistance to locate them.
