The four-day summit, held under the theme 'Sustainable Green Transformation, Centered on People,' opened with PM Chinh serving as chair and welcomed more than 1,000 delegates from over 40 countries and international organizations.
This marks the first time Vietnam has hosted a high-level multilateral conference dedicated to green growth and sustainable development.
Vietnam's proposals
In his opening speech, PM Chinh emphasized that since its launch in Copenhagen in 2018, the P4G Summit has been an important platform for fostering public-private partnerships.
It brings together governments, businesses, and civil society to advance innovative solutions supporting the UN Sustainable Development Goals for 2030.
Addressing global challenges such as climate change, pollution, and resource depletion, Chinh said that green transformation and sustainable development are now strategic priorities worldwide.
While global progress has been uneven, valuable lessons have emerged that can guide inclusive development without leaving behind vulnerable communities.
“A green economy requires green businesses. A green society requires green citizens. A green world requires green nations,” Chinh said.
He proposed a comprehensive approach to advancing green cooperation, centered on promoting a green mindset through science, technology, innovation, and digital transformation.
He stressed that green growth must begin with green thinking and shared awareness among nations.
Chinh also called for building a responsible green community through collaboration.
Governments, he said, must shape policy and create enabling institutions; the private sector should drive technology adoption and green standards; scientists must innovate and train talent; and citizens should raise awareness and embrace change.
He underscored the importance of global cooperation, calling for stronger public-private partnerships, South-South and North-South cooperation, and reduced barriers to capital, technology, and governance sharing.
Chinh urged developed countries to fulfill their commitments to provide financial, technological, and institutional support, while developing countries must mobilize internal resources and make effective use of external assistance.
Vietnam's green achievements
In his keynote speech, Party General Secretary To Lam reaffirmed Vietnam’s commitment to global green growth and energy transition.
He noted that Vietnam has laid key foundations for this shift, including national and energy master plans, sectoral strategies, and priority project lists.

He underscored that Vietnam currently leads ASEAN in renewable energy capacity, particularly in wind and solar power.
It has also gained international attention for sustainable agriculture efforts, such as a one million-hectare low-emission rice farming project.
As a developing country still undergoing economic transition, Vietnam faces challenges in financing, technology, human capital, and climate resilience.
General Secretary Lam said the Southeast Asian country is pursuing strategic breakthroughs to build a fast, inclusive, and sustainable development path.
He emphasized that growth must go hand in hand with sustainability, balancing economic progress, social inclusion, environmental protection, and climate adaptation.
People, he said, must be at the center of all strategies – as both the goal and the driving force.
He also urged nations to link domestic development with global responsibility through mutually beneficial cooperation.
Ethiopian Prime Minister Abiy Ahmed Ali, representing the next P4G host, told the summit the world faces a defining choice in advancing inclusive climate action.
He reaffirmed Ethiopia’s commitment and called for stronger inter-regional cooperation ahead of the 2025 United Nations Climate Change Conference (COP30) in Brazil.
Laotian Prime Minister Sonexay Siphandone praised the summit’s theme and recognized Vietnam’s proactive contributions to global green growth and sustainability.
