The plan, covering the 2025-30 period, was approved in early July.
It targets at least 15,000 tourists annually by 2030, with foreign visitors making up eight percent of the total.
Authorities aim to create 500 jobs, including 100 direct positions, and train local workers in eco-tourism services.
Vu Quang National Park spans more than 57,000 hectares, including over 52,000 hectares of protection forest.

It is considered one of Southeast Asia’s most biodiverse areas, home to 1,616 useful plant species, 94 mammal species, 316 bird species, 33 amphibians, and 316 species of butterflies, as well as endangered species such as the saola and giant muntjac.
The area also includes the Ngan Truoi and Da Han reservoirs, with dozens of islands, offering potential for tourism development.
Officials said the project is intended to attract at least five investors and support sustainable use of forest land.
They added that the initiative would help raise awareness of forest and biodiversity conservation and preserve cultural heritage sites.
