From 6:00 am, convoys departed from simulated locations, including hotels and the National Convention Center, and followed planned routes toward Hanoi's Ba Dinh Ward.
The exercise was conducted by forces assigned to support the Party Congress and was designed to test coordination, traffic management, and security procedures.
Vietnam's Ministry of Public Security said its security subcommittee for the congress has rolled out nationwide measures to ensure public order, with the stated goal of preventing any unexpected incidents or security lapses.

Under current plans, the military will be responsible for transporting 1,402 delegates from 25 delegations, along with invited guests.
Organizers said all vehicles have passed technical inspections and all drivers and officers have undergone health checks.
Training and operational drills have been completed, and forces are ready to carry out transport duties.

Lieutenant General Nguyen Thanh Tung, director of the Hanoi Department of Public Security, said maintaining stability was the central requirement for security operations.
He said authorities would ensure smooth traffic flows while applying strict internal security measures.

Tung also instructed units to strengthen early intelligence gathering, including online monitoring, and to resolve potential issues at the local level to prevent security hotspots.
He said Hanoi police would draw on experience from previous major events and apply preventive measures to ensure there will be no security incidents during the Party Congress, which is held every five years.
The 14th National Party Congress, attended by 1,586 delegates, is slated to run from January 19 to 25.
