The meeting took place in Tianjin, China, on the sidelines of the 2025 Shanghai Cooperation Organization (SCO) Summit, held from August 31 to September 1.
PM Chinh conveyed warm greetings from Party General Secretary To Lam, State President Luong Cuong, and other Vietnamese Party and state leaders to President Putin.
He expressed his gratitude to the Russian leader for congratulating Vietnam on its 80th National Day (September 2) and for sending a delegation to the celebrations, as well as a military contingent to participate in a parade marking the event in Hanoi.
The PM stressed that these gestures reflect Russia’s sincere sentiments and respect for Vietnam’s just struggle for independence from colonial rule.
He also reaffirmed that Vietnam considers Russia one of its most important partners, highly valuing the countries’ longstanding friendship and comprehensive strategic partnership.
President Putin agreed that the two countries should continue implementing, strengthening, and expanding areas of cooperation agreed upon during high-level visits.
He supported the proposals put forward by PM Chinh and pledged to encourage Russian agencies and businesses to enhance collaboration with their Vietnamese partners.
For specific outstanding issues, both sides will seek further information and provide feedback, he added.
The two leaders expressed satisfaction with the significant progress in bilateral relations, particularly following General Secretary Lam’s official visit to Russia in May.
They noted that with strong guidance from top leaders and effective coordination between the two governments, multiple obstacles have been addressed, paving the way for deeper and broader cooperation in economy, trade, investment, culture, tourism, and people-to-people exchanges.
Later the same day, PM Chinh and his delegation departed Tianjin for Hanoi, concluding their trip to China for the SCO Summit and other activities.
Vietnam and Russia established diplomatic relations on January 30, 1950, upgraded them to a strategic partnership in 2001, and further elevated the ties to a comprehensive strategic partnership in 2012.
