The agreement was reached during talks between Vietnamese Prime Minister Pham Minh Chinh and Singaporean Prime Minister Lawrence Wong on Wednesday, held on the sidelines of the 16th Annual Meeting of the New Champions of the World Economic Forum in Tianjin, China, according to Vietnam’s Ministry of Foreign Affairs.
Prime Minister Chinh said Vietnamese ministries are currently developing an action program for 2025 to 2030 to implement the countries’ comprehensive strategic partnership, which was established in March this year.
He proposed building new VSIPs that go beyond standard industrial zones, incorporating smart urban infrastructure and digital commerce.
The PM also urged stronger cooperation in key areas such as the digital economy, green development, and the formation of international financial centers in Vietnam.
Chinh emphasized the importance of training high quality human resources and called on Singapore to provide support through both short- and long-term programs.
In response, PM Wong endorsed the proposals and agreed on the early launch of the action program for the comprehensive strategic partnership.
He supported the development of upgraded VSIPs that integrate high tech parks, residential zones, and commercial spaces.
Wong also expressed interest in deepening cooperation on food security through rice imports from Vietnam.
The two leaders agreed to maintain and strengthen existing cooperation mechanisms and pledged to expand bilateral ties across a wide range of sectors, including high technology, renewable energy, wind power exports, carbon credit trading, smart infrastructure, sustainable cities, and cybersecurity.
They also discussed regional and global issues, reaffirming support for ASEAN unity and the development of a resilient, cooperative ASEAN Community amid increasing international uncertainty.
On behalf of Vietnam, Chinh extended an invitation from State President Luong Cuong to the President of Singapore to attend the signing ceremony of the United Nations Convention against Cybercrime, which will take place in Hanoi in October.
