Vietnam tasks 11 institutions with training personnel for 2 nuclear power plants

Eleven universities, colleges, and research institutes in Vietnam have been assigned to train 3,900 personnel for two nuclear power plants in Ninh Thuan Province by 2035 under a newly approved government project.

Under the project, the 11 institutions will train a total of 3,900 individuals at the university and college levels by 2030. Of this total, 670 will receive training abroad.

Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants will require 1,920 and 1,980 personnel, respectively.

These include engineers and technicians with college and university-level qualifications, with 320 and 350 people trained abroad for each plant.

The project also includes short-term intensive training in plant operations and management for around 700 government officials, public employees, and experts currently involved in nuclear energy administration, education, and research.

In addition, about 450 lecturers, researchers, and technicians working at universities, research institutes, and colleges offering nuclear-related programs will receive updated training.

To strengthen teaching capacity, the project aims to train around 120 lecturers specializing in nuclear power, including 80 at the master’s level and 40 PhDs, to serve at the designated training institutions.

Between 2031 and 2035, the training will be adjusted based on the actual human resource needs of the nuclear power plants.

Priority will be given to graduates in related fields who are committed to working at the plants. 

First- and second-year students at domestic universities may also be selected for overseas training, with a binding commitment to return and work at the nuclear facilities.

The Ministry of Education and Training has been tasked with coordinating with the Ministry of Finance and other relevant agencies to draft a new decree—expected in the fourth quarter of this year—outlining incentives and support policies for lecturers, students, and administrators involved in nuclear power training.

In 2024, the National Assembly approved the government’s proposal to restart the Ninh Thuan nuclear power project after an eight-year suspension.

The original plan was approved in 2009 but was halted in 2016 due to safety concerns, high costs, technological challenges, and shifting global energy trends.

The Ninh Thuan 1 and Ninh Thuan 2 plants are planned to be built in Phuoc Hai and Vinh Hai Communes in Ninh Thuan.

The first plant is expected to begin operation by 2030, or by the end of 2031 at the latest.
