The government has issued Decree No. 357 regulating the construction, management, and operation of an information system and database on housing and the real estate market.
Under the decree, the Ministry of Construction will oversee the national database, while provincial governments will be responsible for collecting, updating, and standardizing local data and linking it to the central system.
The database will include information on housing development, real estate projects, transactions, prices, inventories, and legal status, with regular updates and historical records.
Vietnam's real estate data has long been collected by different authorities using varying standards, limiting data sharing and transparency.
The new framework requires unified technical standards and nationwide data connectivity.
The decree also obliges organizations and individuals involved in real estate activities to provide accurate and timely information and prohibits the concealment or falsification of data.
It further mandates integration with other state databases, including land, population, finance and tax systems, and requires compliance with laws on data protection and cybersecurity.
Provincial authorities must standardize and connect existing data to the national system by July 1, 2026, the decree said.
