Vietnam to distribute monetary gifts to nearly 107 million citizens for National Day celebration

Vietnam will provide a monetary gift of VND100,000 (US$3.8) to each of its nearly 107 million citizens registered in the national population database ahead of the country's National Day (September 2), the government said in a directive issued this week.

The initiative follows a directive from Party General Secretary To Lam and aims to commemorate the 80th anniversary of the August Revolution's success (August 19) and National Day. 

The disbursement is expected to be completed before September 2.

According to the Ministry of Finance, the central government will fully cover the estimated cost of the program, totaling approximately VND10.69 trillion ($405.3 million), based on data from the Ministry of Public Security indicating 106,855,575 citizens as of August 25.

The directive, signed by Prime Minister Pham Minh Chinh, instructs the Ministry of Finance, the State Bank of Vietnam, the Ministry of Public Security, and provincial and municipal authorities to coordinate implementation.

Eligible citizens are those holding Vietnamese nationality and registered in the national population database. 

The cash gift will be distributed either via bank transfer, through the VNeID (Vietnam Electronic Identification) platform, or in cash through ward/commune-level police offices.

Major banks including BIDV, VietinBank, Vietcombank, Agribank, and TPBank have begun notifying customers about linking bank accounts to VNeID to facilitate the payment. 

For users with VNeID accounts, the Ministry of Public Security has provided step-by-step instructions on how to register bank details for receiving such social support.

For those without bank accounts, local authorities will support account opening and integration with VNeID. 

In cases where this is not possible, local police will disburse funds directly to ensure accurate and timely delivery.

The funding will come from the 2025 central budget, as approved by the National Assembly, though detailed allocation has not yet been finalized.
