The meeting took place during the Vietnamese state leader’s visit to China from September 2 to 4, where he attended the 80th anniversary of the global victory over fascism, at the invitation of Chinese General Secretary and President Xi Jinping.
Vietnam attaches great importance to ties with Russia
During the meeting, Cuong expressed his pleasure at meeting President Putin for the first time in his new role as Vietnam’s head of state.
He reaffirmed that the Vietnamese Party, state, and people deeply value and appreciate the substantial support and assistance provided by the former Soviet Union and today’s Russian Federation.
He conveyed the gratitude of Vietnamese leaders and citizens to President Putin and the Russian people for their warm congratulations and for sending a Russian military honor guard to participate in the recent parade commemorating the 80th anniversary of Vietnam’s National Day on September 2.
He also shared Vietnam’s strategic development goals.
State President Cuong emphasized that Vietnam highly values its relationship with Russia, always supporting a stable, strong, and positively engaged Russia in both regional and global affairs.
He affirmed Vietnam’s readiness to enhance Russia–ASEAN cooperation and expressed confidence that under President Putin’s leadership, Russia will continue achieving significant accomplishments.
Putin believes Vietnam will achieve greater victories
President Putin, in response, expressed his pleasure at meeting State President Cuong amid the celebration of the 75th anniversary of diplomatic relations between the two countries.
He affirmed Russia’s commitment to its traditional friendship and multifaceted cooperation with Vietnam.

Commending Vietnam’s remarkable achievements over the past 80 years of national development, President Putin expressed confidence that Vietnam will continue to attain greater successes and contribute positively to peace, cooperation, and development in the region and the world.
Both leaders agreed to strengthen their strong political and diplomatic relations and to effectively implement the agreements reached during President Putin’s state visit to Vietnam in June 2024 and the official visit to Russia by Vietnam’s Party General Secretary To Lam in May 2025.
They emphasized their determination to elevate economic, trade, and investment cooperation to match the strong political relationship and each country’s potential.
They were committed to actively implementing the Vietnam–Russia comprehensive cooperation plan through 2030 and expanding market access for each other’s export products.
The two sides agreed to boost cooperation in oil and gas, energy, and support for the joint ventures Vietsovpetro and Rusvietpetro.
They pledged to accelerate negotiations on agreements related to nuclear energy cooperation.
Both sides were committed to strengthening collaboration in defense and security, military cooperation, maritime scientific research, cybersecurity, satellite Internet regulation, healthcare, education and training, people-to-people exchanges, transportation, and tourism.
Vietnam and Russia also reaffirmed their commitment to enhancing coordination and mutual support at key international and regional forums, particularly the United Nations and ASEAN.
