The special envoy is on an official visit to Vietnam until Tuesday.
On the same day, Vietnamese Minister of Foreign Affairs Le Hoai Trung also held talks with his Cuban counterpart.
In an atmosphere marked by deep comradeship and brotherhood, Party chief Lam expressed his pleasure and emotion at welcoming the Cuban special envoy to Vietnam shortly after the successful conclusion of the 14th National Congress of the Communist Party of Vietnam.
He noted that the visit conveyed the warmest congratulations from the Cuban Party, State and people.
The Vietnamese leader affirmed that the dispatch of a high-ranking special envoy by the Cuban leadership on this occasion demonstrates the special importance attached by Cuba, as well as the close-knit, faithful, pure and exemplary relationship between the two Parties, States and peoples.
Briefing the special envoy on the outcomes of the 14th National Party Congress, he emphasized that the Congress had charted Vietnam’s strategic development roadmap to 2030, with a vision to 2045.
Within the external relations orientation, relations with traditional friends, especially Cuba, remain a top priority.

Sharing the difficulties and challenges Cuba is facing due to the impacts of blockades, embargos and natural disasters, the Party leader reaffirmed the Vietnamese Party, State and people’s consistent stance of standing in solidarity with, supporting and accompanying the Cuban people, and once again called for the lifting of unilateral blockade and embargo measures against Cuba.
He emphasized that the Vietnamese people never forget the immortal words of Leader Fidel Castro: “For Vietnam, Cuba is willing to shed even its own blood.”
He affirmed that today, in the cause of national construction and defence, Vietnam is also willing to support Cuba to the best of its ability to help the country overcome difficulties and advance development.
On behalf of the Cuban Party and State leaders, the special envoy conveyed the warm congratulations of Cuba’s top leaders on the successful 14th National Party Congress, as well as the Party’s 96th founding anniversary.
He stressed that the Communist Party of Cuba firmly believes that the Resolution of the 14th Congress will serve as a ‘guiding compass’ leading Vietnam into a new era.
Bruno Rodríguez again affirmed the stance of the Cuban Party and State: “Vietnam’s success is also Cuba’s success. Vietnam’s experience in Party building and economic development is a powerful source of encouragement and inspiration, and the most suitable model of reference for the Cuban Revolution.”
During the meeting, the two sides exchanged views and reached high consensus on major directions and measures to further deepen and enhance the effectiveness of the traditional friendship and comprehensive cooperation between Vietnam and Cuba in the coming period, in line with the new context of each country and the international situation.
At the conclusion of the reception, through the Cuban special envoy, Party chief Lam conveyed his warm regards and best wishes for good health to Revolutionary Leader General Raúl Castro, First Secretary of the Communist Party of Cuba Central Committee and President of Cuba Miguel Díaz Canel, and other top Cuban leaders.

Vietnam shares experience with Cuba
On the same day, at the government headquarters, Prime Minister Chinh received the Cuban special envoy, who conveyed the congratulations of the Cuban Party, State and Prime Minister Manuel Marrero Cruz.
The Cuban special envoy praised Vietnam’s major and comprehensive achievements in recent years and expressed confidence that the Vietnamese government would continue to successfully implement socio-economic growth goals for the 2026-30 period.
Both sides agreed that economic and trade cooperation should see stronger breakthroughs commensurate with the high level of political trust and the respective potential and strengths of each country.
Prime Minister Chinh affirmed that Vietnam would continue to share its experience from nearly 40 years of Doi moi (Renewal) and economic integration with Cuba.
He called for effective implementation of cooperation projects aimed at developing local food production in the new phase, and pledged to facilitate Vietnamese enterprises in sharing expertise, transferring advanced farming techniques, supplying materials and supporting agricultural machinery to help Cuba gradually achieve food self-sufficiency.
Vietnam is also ready to share experience in renewable energy development to support production and improve living standards in Cuba.
Acknowledging Cuba’s world-class strengths in medicine, the government leader proposed enhanced cooperation in technology transfer and production of vaccines, medical biological products and new-generation specialized medicines for both markets and export.
PM Chinh reaffirmed Vietnam’s commitment to accompany, share and support Cuba within its means, voicing confidence that the heroic Cuban nation would overcome all challenges and achieve new victories in national development and defense.
On this occasion, the prime minister sent his regards to Revolutionary Leader Raúl Castro, First Secretary and President Miguel Díaz-Canel, Prime Minister Manuel Marrero Cruz, and other senior Cuban leaders.

Foreign ministers hold talks
Vietnamese Foreign Minister Le Hoai Trung held talks with Cuban Foreign Minister Bruno Rodríguez Parrilla at the Party Central Committee headquarters on Monday.
The two sides reaffirmed that Party-to-Party diplomacy constitutes the key political foundation guiding overall bilateral relations.
They agreed to advise their senior leaders on enhancing exchanges and contacts at all levels, intensifying theoretical and practical exchanges on Party building, strategic cadre training, renewal, economic development and international integration, and formulating cooperation plans between the two Parties and States for the coming period.
Both ministers agreed to strengthen the core coordinating role of their foreign ministries in advising and monitoring the implementation of bilateral mechanisms, particularly in concretizing frameworks to advance key cooperation projects.
Regarding people-to-people diplomacy, they called on friendship organizations and socio-political bodies in both countries to renew content and modes of operation, and to further educate younger generations about the heroic history and enduring bonds of solidarity between Vietnam and Cuba.
The two sides also shared in-depth assessments of the rapidly evolving, complex and unpredictable global situation, expressing strong consensus on global issues and underscoring the importance of maintaining peace and stability, upholding international law, and resolving disputes by peaceful means in accordance with international law and the United Nations Charter.
Looking ahead, both sides reaffirmed their commitment to strengthening multilateral cooperation, closely coordinating positions and supporting each other at major international forums, particularly the United Nations and the Non-Aligned Movement.
They emphasized their shared determination to contribute positively and responsibly to peace, stability and development in Southeast Asia and the Latin America–Caribbean region.
On this occasion, Foreign Minister Trung once again affirmed Vietnam’s consistent and principled stance in calling for the complete lifting of the embargo against Cuba.
The Cuban minister extended an invitation for Minister Trung to visit Cuba at a suitable time, which the Vietnamese minister gladly accepted.
