The current Bac Ninh Province is a combination of the former Bac Ninh Province and neighboring Bac Giang Province, effective from July 1, as part of the recent major administrative restructuring in which 63 Vietnamese provinces and cities were reduced to 34.
The service road along the Hanoi – Bac Giang Expressway, which runs through Quang Chau Industrial Park, is under heavy pressure as tens of thousands of workers commute daily.
This results in severe congestion, particularly during rush hours and on rainy days.
The service road was originally designed to separate motorcycles from cars to ensure traffic safety and serve residents living near the expressway.
However, with companies increasing their workforce, vehicle volume has surged dramatically during peak hours, frequently overloading the route.
Pham Van Thinh, vice-chairman of the Bac Ninh People’s Committee, has tasked the provincial Department of Construction with studying plans to install additional traffic lights, signage, and road markings at overpasses and gateways to the industrial park.
Additional measures include installing signs to prohibit construction vehicles and container trucks during peak hours, and banning street vendors from operating along roadways within and near the industrial park.
The province will also plan designated pick-up and drop-off zones for worker transport vehicles.

Thinh has also instructed the Bac Ninh Industrial Zones Authority to consider allowing Fukang Technology Company to open two more pedestrian gates connecting to internal roads of the industrial park.
The Department of Construction and the Industrial Zones Authority are required to report the results of these measures to Bac Ninh chairman Vuong Quoc Tuan by July 20.
Meanwhile, the Bac Ninh Police are tasked with directing traffic police and Nenh Ward Police to increase patrols and traffic control during rush hours, while installing additional surveillance cameras at underpasses to provide a basis to issue fines against violators.
As of mid-February 2025, Foxconn has been investing in Vietnam for over 17 years, employing more than 94,000 workers.
Bac Ninh Province is home to several of the group's factories.
