Vietnam's Da Nang targets near-total elimination of homelessness, disguised begging

Da Nang aims to reduce homelessness and disguised begging by 90-100 percent in the final months of 2026, building on the central city’s previous efforts to address the issue in urban, tourism and commercial areas.

Da Nang has long been recognized for its efforts to curb begging and maintain an orderly tourism environment.

Recently, the municipal People's Committee has issued a 2026 plan to continue its 'No Homeless People, No Begging, No Disguised Begging' program, targeting a 90-100 percent reduction in disguised begging in urban, tourism, service and commercial areas in the final months of the year.

The city also aims to ensure that all detected cases are assessed, classified and handled in accordance with regulations.

For people facing genuine hardship, the response will extend beyond removing them from the streets to connecting them with appropriate social welfare policies and support services.

The plan also calls on residents and tourists not to give money or goods directly to beggars, encouraging them instead to provide assistance through social welfare programs and legitimate charitable funds.

Accommodation providers, restaurants and eateries will be encouraged to sign commitments to prevent begging and disguised solicitation on their premises, while public spaces will be monitored through community cooperation to identify and report cases promptly.

When begging cases are identified, authorities will verify and classify each individual. Those with a registered residence will be returned to their families and local authorities for care and supervision.

People whose identities or residences cannot be established, or who have no one to care for them, will be referred to social assistance facilities in accordance with regulations.

The city will also provide appropriate protection and support for children, older people, people with disabilities and those exploited or coerced into begging.

Individuals involved in organizing, facilitating or forcing vulnerable people to beg will face investigation and legal action or referral to the competent authorities.

To prevent repeat cases, Da Nang will link those in need with social assistance, poverty reduction, healthcare, education, vocational training, employment, livelihood support and legal aid programs.

From September through December 2026, the city will step up public awareness campaigns, voluntary commitments, patrols, inspections, case handling and support services, particularly in key locations and during peak periods and city events.

Local agencies and authorities must assess implementation results and submit reports to the municipal People’s Committee through the Department of Health by December 10. The department must submit a consolidated report and propose key tasks for 2027 by December 15.

Da Nang long sustains anti-begging efforts

To protect its tourism image, Da Nang launched a program more than 20 years ago aimed at eliminating street homelessness and begging.

People identified as begging are assessed and referred to their families or social protection facilities if they have no place to turn.

Over time, the crackdown has expanded to disguised begging, street vending combined with solicitation, and suspected cases of exploiting or coercing vulnerable people.

The city has also linked enforcement with social welfare, healthcare, education, vocational training, employment and livelihood support to help disadvantaged people achieve greater stability.

The 2026 plan continues this approach, combining action against begging with assistance and follow-up management for people removed from the streets.
