Vietnam’s Da Nang to name litterers on loudspeakers while imposing fines

Authorities in Da Nang City in central Vietnam will install surveillance cameras at littering hotspots to catch and fine offenders, while also publicly naming litterers through local loudspeaker systems.

The Da Nang People’s Committee on Friday held a meeting to address shortcomings in waste collection, transportation, and treatment across wards and communes in the city.

According to a report presented at the meeting, waste collection still faces multiple issues, including unsightly garbage buildup and irregular collection schedules on many streets that fail to meet required standards.

City authorities have instructed local administrations to implement stronger intervention measures starting in June.

Tran Nam Hung, vice-chairman of the Da Nang People’s Committee, assigned ward and commune authorities primary responsibility for educating and encouraging residents to dispose of waste properly.

Under the plan, the Department of Agriculture and Environment will prepare leaflets with concise, easy-to-understand, and practical messages for local authorities to distribute as part of public awareness campaigns.

"Ward authorities must take decisive action on this issue,” Hung stated.

“Anyone caught violating waste disposal regulations and fined for littering should have their names publicly announced through ward and commune loudspeaker systems," Hung said.

He added that their names should also be mentioned at community meetings, as a way to raise public awareness and encourage residents to change their behavior.

According to the Da Nang Department of Agriculture and Environment, the city currently generates an average of 1,600-1,700 metric tons of household waste per day, with volumes increasing significantly during tourism seasons and major holidays.
