Vietnam’s new PM attends groundbreaking for $5.6bn high-speed railway that deploys German technology

Newly-elected Prime Minister Le Minh Hung on Sunday attended the groundbreaking ceremony for the Hanoi-Quang Ninh high-speed railway project in northern Vietnam, with a total investment of VND147 trillion (US$5.6 billion).

At the ceremony held in Quang Ninh Province, PM Hung, along with senior and former leaders of the Party and state, as well as representatives from ministries and local authorities, officially launched construction of the high-speed railway.

By the end of 2028, the line, developed by VinSpeed, Vingroup’s high-speed rail arm, is expected to slash travel time between Hanoi and Quang Ninh Province to just about 23 minutes.

The 120-kilometer electrified double-track line, designed for speeds of up to 350 kph, will pass through four localities, including Hanoi, Bac Ninh, Hai Phong, and Quang Ninh.

The route will begin at Co Loa Station in Hanoi and end at Ha Long Station in Quang Ninh Province.

It will feature three intermediate stations at Gia Binh in Bac Ninh Province, Ninh Xa in Hai Phong City, and Yen Tu in Quang Ninh, as well as a depot located at the Ha Long terminus.

The project will deploy next-generation high-speed trains and advanced signaling and communication systems supplied by Germany's Siemens Mobility.

The company will gradually transfer technology to VinSpeed during operations.

Michael Peter, global CEO of Siemens Mobility, said that the firm will deliver proven, state-of-the-art, and safe technologies already in use worldwide.

Siemens Mobility has also committed to a long-term partnership with Vingroup, including collaboration on technology transfer, train assembly and maintenance, in order to build a comprehensive high-speed rail ecosystem in Vietnam.

Speaking at the ceremony, Bui Van Khang, chairman of the Quang Ninh People’s Committee, described the high-speed railway as a mega project that reflects both the investor’s capabilities and the growing role of the private sector in developing critical national infrastructure.

He affirmed that Quang Ninh authorities would work closely with relevant ministries and the investor to address challenges during implementation, ensuring timely land clearance, resettlement, and other essential conditions to keep the project on schedule and up to the highest standards.

Nguyen Viet Quang, vice-chairman and CEO of Vingroup, said the project underscores the group’s commitment to contributing to infrastructure development and building a modern, internationally standardized transportation system in Vietnam.

He emphasized its broader role in driving socio-economic growth and improving living standards across the country.

Vietnam’s law-making National Assembly on Tuesday last week passed a resolution electing Hung, a Politburo member, Party Central Committee secretary, and then-head of the Party Central Committee's Organization Commission, as the country’s prime minister for the 2026-31 term.
