In his remarks, Party chief and State President To Lam stressed that strategic-level officials must be evaluated by their ability to handle major issues in their sectors and localities.
He said preparing successors requires assigning difficult tasks to test and train capacity, with special attention to women, young leaders, ethnic minorities, and technical experts.

On talent development, the top Party leader urged prioritizing domestic human resources while expanding cooperation with overseas Vietnamese intellectuals and international experts.
Leaders must assign tasks suited to individual strengths, ensure fair evaluation, and provide incentives based on contributions.
He called for maximum effort to meet 2026 targets and prepare conditions for 2027.
Ministries and provinces, cities must review unfinished goals, accelerate public investment disbursement, and resolve long-delayed projects.
He highlighted the need to coordinate infrastructure, markets, and production chains across regions, while encouraging private sector expansion and linking foreign investment with domestic enterprises to enhance technological capacity.
The Party Central Committee set an ambitious GDP growth target of 10 percent or higher in 2027.
The Party chief said each sector and locality must present concrete plans, identify sources of growth, and assign clear responsibility.
Budget planning must align with long-term balance, with central resources focused on nationwide priorities and localities managing within their mandates.
He stressed that growth must improve employment, income, and access to education, healthcare, and essential services, especially for disadvantaged communities.
Citizens should feel the impact of leadership through daily governance, and Party committees must compare reports with feedback from people and businesses.
The state leader also urged proactive communication, transparency in policy implementation, and honest reporting by the press, which should highlight successes, identify obstacles, and counter misinformation.
He concluded by directing all Party levels and agencies to act promptly within their authority and escalate issues beyond their mandate, with central bodies setting an example in guidance and problem-solving.
