Speaking at the ceremony, Lam praised the General Staff’s 80-year tradition of building, fighting, and winning, highlighting its role as the highest command body of the Vietnam People’s Army and the Militia and Self-Defense Force.
He said the General Staff has consistently demonstrated loyalty, creativity, and strategic acumen in both wartime and peacetime.
The Party chief, who is also Secretary of the Central Military Commission, stressed the need for the General Staff to remain vigilant as global and regional security becomes more complex and unpredictable.

He urged the unit to strengthen strategic military planning, enhance early warning capabilities, and improve coordination between defense and economic development.
Lam also called for continued modernization of the armed forces, investment in weapons and equipment, and development of reserve and militia forces, including maritime militias to safeguard sovereignty in the East Vietnam Sea.
The Party leader emphasized the importance of advancing military science and technology, accelerating digital transformation, and improving readiness for both combat and peacetime missions such as disaster relief and epidemic response.
