T&T Group and Vinacom Investment and Trading Company signed a memorandum of understanding to cooperate on development, investment, and operation of the project in Vientiane on Thursday, in the presence of Vietnamese Prime Minister Le Minh Hung and his Lao counterpart Saleumxay Kommasith.
The signing ceremony took place during PM Hung’s official visit to Laos from Thursday through Saturday.
Savan 2 will be built in Savannakhet Province and is part of a broader intergovernmental cooperation framework between Vietnam and Laos, a T&T Group representative said.
The agreement facilitates the export of electricity from Lao projects to Vietnam, with plans to expand cross-border transmission lines and increase capacity by 2030.
Vietnam’s revised Power Development Plan VIII projects electricity imports of 9,360-12,100 MW by 2030, with Laos expected to be a major supplier.

The Savan 2 project, together with the two phases of the 495-MW Savan 1 project, will bring T&T Group’s wind power capacity in Laos close to 1 GW.
Savan 1, completed in December 2025, features 48 turbines with a total capacity of 300 MW, supplying about 0.9 billion kWh annually to Vietnam.
Remarkably, the Savan 1 project was completed in just 16 months, including the construction of a 220-kV transmission line connecting Savannakhet to Lao Bao in Quang Tri Province, north-central Vietnam.

Leveraging the existing infrastructure from Savan 1 is expected to shorten Savan 2's construction timeline.
The Savan 2 project is also anticipated to boost local economies along the Vietnam-Laos corridor, particularly in Savannakhet and Vietnam’s north-central provinces.

T&T Group underlined that lessons learned from the Savan 1 project, such as financing arrangements with Vietnamese lender MB Bank, rapid construction, and synchronized transmission development, will support the successful implementation of the Savan 2 project.
Once operational, the Savan 2 project will diversify Vietnam’s energy mix, strengthen regional energy cooperation, and contribute to sustainable growth.
