Vietnam’s Vingroup proposes 3,000MW offshore wind farm in Ca Mau for energy exports

Vietnamese conglomerate Vingroup has proposed a major offshore wind power project in the southern province of Ca Mau, seeking approval to develop a 3,000MW facility aimed at exporting electricity.

The proposal was presented during a recent working session between provincial authorities and representatives of the group.

According to the investor, the proposed development aligns with the transition toward greener energy and leverages the province’s extensive coastline and favorable wind conditions.

The province, located at Vietnam’s southernmost tip, has long been identified as a promising hub for offshore wind power thanks to its strong and stable wind resources.

At the meeting, Le Phan Dung, project director of energy firm VinEnergo, an arm of Vingroup, also outlined research plans and asked the province for approval for a series of offshore wind projects, including Ganh Hao, Cai Doi Vam, Tan Tien, Tam Giang, and Tan An.

To Minh Duong, deputy director of the provincial Department of Industry and Trade, noted that the government had approved plans to designate up to 15,000MW of offshore wind capacity for Ca Mau.

The province is targeting electricity exports to Malaysia while also exploring direct power purchase agreements with domestic partners.

Lam Van Bi, standing vice-chairman of the provincial People’s Committee, urged Vingroup to prioritize research into transmission technology solutions, capacity release mechanisms and load system development.

He also hinted at focusing on an integrated investment model that combines renewable energy projects with large-scale production and business complexes to optimize on-site power usage and maximize added value.

Bi expressed hope that both sides will soon reach agreement on key issues and move toward signing a memorandum of understanding, providing fresh momentum for the development of green energy in Ca Mau.
