VinMetal, Primetals Technologies team up for advanced integrated steel complex in Vietnam

Vietnam’s VinMetal and UK-based Primetals Technologies on Thursday signed a memorandum of understanding on comprehensive strategic cooperation to back VinMetal’s large-scale integrated steel production complex in Ha Tinh Province.

Under the agreement, VinMetal, a steel producer under Vietnam’s largest private conglomerate Vingroup, will work with Primetals Technologies, a global engineering and plant-building company serving the metals industry, to support the implementation of the project in the Vung Ang Economic Zone in north-central Ha Tinh Province.

The project, which is being developed by VinMetal, is expected to begin its first phase of operations in 2027.

It is designed to become one of the region’s leading high-tech steel complexes, supplying high-quality products for domestic industrial and infrastructure demand as well as export markets.

The planned complex will produce both long and flat steel products using advanced, environmentally friendly and digitally enabled technologies aligned with international standards.

As part of the agreement, Primetals Technologies will serve as the project’s overall technology integrator.

The company will work closely with VinMetal to design and optimize end-to-end technological solutions across the full production chain, from ironmaking and steelmaking to finished steel rolling.

It will also coordinate technical interfaces among multiple contract packages and EPC contractors to ensure seamless integration across the industrial complex.

The partnership is expected to reduce technical integration risks associated with a multi-package development model and shorten implementation timelines by standardizing technological and financial solutions from the early stages of development.

Beyond core technology deployment, the two sides also plan to expand cooperation in workforce training, operations and maintenance, and digital transformation to improve long-term operational efficiency and support sustainable development.

Speaking at the signing ceremony, VinMetal Chief Executive Officer Pham Nhat Quan Anh said the partnership with Primetals Technologies marks an important milestone in the company’s long-term strategy.

He said VinMetal aims to develop a large-scale steel complex that is modern, green and highly digitalized, meeting top international standards while strengthening the competitiveness of Vietnam’s steel industry in global markets.

Kosei Tsuji, executive vice president of Primetals Technologies, said VinMetal has demonstrated a strong long-term vision and a clear commitment to sustainable development in the metallurgy sector.

He expressed confidence that the combination of Primetals’ advanced technological capabilities and VinMetal’s strategic direction would help create an efficient and sustainable steel complex in Vietnam.

The signing of the memorandum of understanding with Primetals Technologies is expected to help VinMetal accelerate project implementation by ensuring stronger integration across technology, finance and operations, while supporting the development of a modern, efficient and sustainable steel complex that meets international standards.

Established by Vingroup in 2025, VinMetal was created to enter the metallurgy sector and build a high-tech steel production ecosystem with a planned initial capacity of around five million tons per year.

Primetals Technologies was formed through the merger of Germany’s Siemens VAI and Japan’s Mitsubishi-Hitachi Metals Machinery and is now owned by Mitsubishi Heavy Industries.

Headquartered in the United Kingdom, the company is widely recognized for its integrated steelmaking solutions, rolling mill technologies, Level 1 to Level 3 automation systems and advanced digital solutions for large-scale steel plants.
