Among them are several corporate entities bearing the "Ngoc Suong" brand name, with combined unpaid liabilities exceeding VND72 billion ($2.8 million).

According to local tax records, the delinquent entities include Ngoc Suong Culinary Co., Ltd. (VND31 billion), Ngoc Suong Joint Stock Company (VND26.8 billion), Ngoc Suong Gio Bien Co., Ltd. (VND11.6 billion), Ben Du Thuyen Co., Ltd. (VND1.66 billion), and Ngoc Suong Hospitality JSC (VND956.5 million).

All five entities are registered in Xuan Hoa Ward and have been classified under "Status 06," a legal tax designation indicating that the taxpayers are no longer operating at their registered business addresses.

In addition, the District 1 branch of Bep Nha Xu Quang Cuisine Co. Ltd., at 16 Tran Cao Van Street in Saigon Ward, owes VND5.66 billion ($218,221); while Bep Nha Xu Quang Cuisine Co. Ltd., at 37 Nam Ky Khoi Nghia Street, owes another VND1.6 billion ($61,688).

Other established eateries have also been named on the list, including Com Nieu Sai Gon at 59 Ho Xuan Huong Street in Xuan Hoa Ward, which owes more than VND1.1 billion ($42,410).

Meanwhile, Non Son, which operates 197 hat stores nationwide and is particularly well known among Ho Chi Minh City residents, was also listed as owing more than VND2.54 billion ($97,929) in taxes.

However, Nguyen Ngoc Ty, Non Son's chief executive officer, said the company had paid its outstanding taxes on the afternoon of October 12, shortly after news emerged that it had been included on the list.

Explaining why the company had appeared on the tax authority's list, Ty said an unexpected issue had caused the delay.

"The chief accountant fell ill, which led to the delay, and I did not receive the tax authority's reminders in time," he said.

He added that the company had never previously fallen behind on its tax payments or been named on such a list.

"No matter how difficult things get, tax obligations must be fulfilled," Ty said.

Tuoi Tre's research found that publicly naming individuals and businesses through the mass media is one of the measures tax authorities use to recover outstanding taxes.

Typically, a taxpayer is named after owing taxes for more than 90 days and after the tax authority has unsuccessfully applied at least one enforcement measure.
